The Bucharest – Ilfov Sustainable Urban Mobility Plan (PMUD) is a strategic document and a development policy tool, complementary to the General Urban Plan (PUG). It utilizes a transport model (software) aiming to improve accessibility and ensure the effective integration of different mobility and transport modes within the Bucharest-Ilfov Region.
To achieve the operational objectives outlined above, the Sustainable Urban Mobility Plan (PMUD) employs seven high-level transport policies. These policies group similar projects with different types of interventions and prioritize them to ensure maximum efficiency and effectiveness. PMUD has invested significant efforts in identifying policy interventions that will deliver the most impactful results.
The Sustainable Urban Mobility Plan (PMUD) aims to establish, during the period 2016–2030, an efficient, integrated, sustainable, and safe transport system designed to promote economic, social, and territorial development while ensuring a high quality of life. The plan involves investments of 7 billion euros, of which 3.5 billion euros will be allocated to the expansion and modernization of the metro system (primarily funded by the state budget and European funds), while the remainder will support projects developed by local authorities for surface public transport, traffic management, bicycle infrastructure, and more.
Moreover, PMUD is a prerequisite for accessing European funds during the 2014–2020 period through the Regional Operational Program and the Large Infrastructure Operational Program. PMUD will be aligned with the General Transport Master Plan (MPGT), the General Urban Plan (PUG), the Regional Development Plan (PDR BI), local urban development strategies, as well as sectoral strategies for social services, health, education, job creation, and economic development in the region.
The main projects proposed by the Sustainable Urban Mobility Plan (PMUD) for Bucharest-Ilfov 2016–2030 include:

The development of the tram network, involving the acquisition of new trams, the rehabilitation of tram and mixed depots, and the modernization of tram stations;

The expansion of the metro network includes the M6 line connecting to Băneasa and Otopeni Airports; the M5 line extending from Drumul Taberei to Pantelimon, with the segments Eroilor – Iancului – Orizont planned by 2023 and Iancului – Pantelimon – Orizont by 2030; the M4 line extending toward Bucureștii Noi (Phase 2); the M2 line extending in Pipera with two new stations; and the M3 line extending in Păcii with four new stations. Additionally, the plan encompasses the rehabilitation of 51 metro stations and the acquisition of metro rolling stock;

The development of the bus and trolleybus network includes rapid bus transport on the routes Buftea – Străulești and Măgurele – Gara de Nord, the implementation of dedicated lanes, the modernization of the trolleybus network and stations, and the purchase of new buses;

The plan also emphasizes the creation of bicycle lanes and facilities, as well as pedestrian spaces. It includes the rehabilitation and expansion of the road network, including county roads, the development of a parking strategy, the creation and implementation of a new public transport program in Ilfov County, and the establishment of the Bucharest Metropolitan Transport Authority.
Update to the Sustainable Urban Mobility Plan for Bucharest-Ilfov
The Bucharest City Hall, Ilfov County Council, and TPBI are updating the Sustainable Urban Mobility Plan (PMUD) for the Bucharest-Ilfov region.
The Municipality of Bucharest, in partnership with TPBI, applied for and obtained non-refundable funding through the Administrative Capacity Operational Program 2014–2020 to update the Sustainable Urban Mobility Plan for the Bucharest-Ilfov region, including the transportation model that underpins it. Following a public tender process, on October 11, 2023, the Municipality of Bucharest signed contract no. 797 for “Consultancy services for updating the Sustainable Urban Mobility Plan for the Bucharest-Ilfov Region” with the association TTL PLANNING SRL (Lead) – CIVITTA STRATEGY & CONSULTING (Partner 1) – BOGAZICI PROJE MUHENDISLIK (Partner 2).
The PMUD update is part of the “Mobility 2.0 – Strategic Planning and Digitized Public Administration at the Bucharest-Ilfov Region Level” project, co-funded by the European Social Fund through the Administrative Capacity Operational Program 2014–2020.
Deliverables for the PMUD update have been completed, covering key phases such as analyzing the current situation, formulating the development vision, selecting the mobility scenario, and establishing the portfolio of projects. These steps were carried out following public consultations, meetings with regional stakeholders, and the integration of observations and recommendations from the population.
Procedures for obtaining the environmental endorsement have also been initiated. Once completed, the PMUD will be approved and adopted by all local authorities in the Bucharest-Ilfov region.
