The Public Transport Monitoring and Control Service (SMTPCTP) is part of the AMT (Metropolitan Transport Authority) and its main objective is the monitoring and control of public transport provided by the operators with whom TPBI has signed the “Public Transport Service Delegation Contract” (S.C. BUCUREȘTI TRANSPORT COMPANY STB S.A., S.C. VOLUNTARI TRANSPORT SERVICE S.A., and S.C. ECOTRANS STCM S.R.L.).

To carry out public transport monitoring, access to the software applications used by the operators, namely THOREB and RADCOM, has been provided. By using the aforementioned applications, we can monitor in real-time the movement of vehicles equipped with GPS and how public transport activities are carried out (adherence to the timetable, frequency of service, and terminal station stops).

Additionally, we can analyze the reports generated by these applications as a historical record of how the service is being performed, which allows us, at the end of each month, to verify the performance of each operator before approving payment.

The main activities carried out within the service are as follows:

  1. Monitoring and control of operating parameters using RADCOM and THOREB software applications;
  2. Conducting field inspections to check compliance with the timetable at each station and terminal, the setup of terminal stations, traffic-related issues, vehicle load levels, cleanliness of vehicles, operation of fare collection systems, video surveillance systems, and passenger counting systems;
  3. Checking how the journey sheets are filled out and processed in the software systems used by operators;
  4. Verifying through the software applications and field inspection activities the confirmation and resolution of complaints received;
  5. Collecting and providing various data to other internal departments within TPBI regarding the public transport activity to adjust the circulation schedule, calculate performance indicators, and determine the compensation for each operator;
  6. Analysis and Business Intelligence (B.I.) activities concerning public transport operations in the Bucharest-Ilfov Metropolitan Area.

The entire activity of the service is based on the Public Transport Monitoring and Control Center for the Bucharest-Ilfov Metropolitan Area, which operates within the service.

The main components of the Monitoring Center are as follows:

  1. A Video Wall consisting of 18 high-resolution monitors;
  2. Three workstations where Traffic Inspectors monitor in real-time the public transport operations using software applications and video images received from the Traffic Management Center;
  3. Application server.

Real-time visualization of areas where traffic disruptions occur allows for the rapid and accurate interpretation of data provided by the monitoring applications. This way, we have the ability to intervene quickly and contact the operators’ dispatch centers.

The role of TPBI is to ensure the integration of all public transport services in the metropolitan area, services provided by operators under contract. Public transport is viewed as a unified service at the metropolitan level, and all circulation schedules are coordinated.
