The Transport Model of the Bucharest-Ilfov Region (MTBI)
The Bucharest-Ilfov Transport Model is an essential tool for planning and optimizing mobility in the metropolitan region. Developed based on detailed analyses of travel flows, this model enables an understanding of how residents and visitors move on a daily basis, thereby contributing to strategic decision-making for improving public transport and road infrastructure.
Access to the Transport Model of the Bucharest-Ilfov Region (MTBI)
1. Obtaining Consent for the Use and Processing of Personal Data
To gain access to the MTBI, the Applicant must provide consent for the use and processing of personal data, in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, as carried out by the Bucharest-Ilfov Public Transport Development Association (TPBI).
This consent must be formalized by completing and signing the Personal Data Processing Declaration.
The form must be filled out by each individual who will take part in the technical visit for MTBI access and must be sent to TPBI at the following address: office@tpbi.ro.
2. Submitting the Request for Access to the MTBI
Access to the MTBI is granted at the TPBI headquarters, located at 22 Tudor Vladimirescu Boulevard, 10th floor, Sector 5, Bucharest.
To obtain access to the MTBI, the Applicant must send the Request for Access to the Transport Model of the Bucharest-Ilfov Region to TPBI, at the email address office@tpbi.ro.
The request must be accompanied by the CVs of all individuals involved in accessing the MTBI on behalf of the Applicant. The CVs must be in Europass format, written in Romanian, and must include the person’s full name, date, and signature, along with the following statement: “I declare on my own responsibility, taking into account the provisions of the Criminal Code regarding false statements, that the information provided in the CV and the accompanying references is correct and true.”
TPBI will respond in writing to the Applicant’s request within a maximum of 30 calendar days, in accordance with Government Ordinance no. 27 of January 30, 2002, regarding the regulation of the petition resolution process.
TPBI will review the request and provide the Applicant with a response. If the request is approved, TPBI will draft the Protocol for the Provision of Data from the Bucharest–Ilfov Transport Model in two copies, one for each party. This protocol will be sent to the Applicant for signing, and afterwards, based on availability, a schedule for access will be set, along with the identification of the Applicant’s representatives who will participate in the MTBI query and execution session.
At the time of the technical visit, the Applicant must present both signed copies of the Protocol, signed by the Administrator and the direct user of the information, as applicable, thereby granting access to the MTBI.
Based on the Request for Access to the Transport Model of the Bucharest-Ilfov Region, TPBI will analyze the necessary information for access to the MTBI, identify the personnel responsible for the access, querying, and/or use of the MTBI as proposed by the Applicant, the purpose of accessing the MTBI, the related activities, and will assess a brief description of the activities subject to the access and interrogation of the MTBI, as well as the expected outcomes.
The purpose of drafting the Protocol for the Provision of Data from the Bucharest-Ilfov Transport Model is to regulate the responsibilities of the parties with respect to accessing, querying, and extracting data from the MTBI, as well as their responsibilities regarding information security.
3. Accessing, Querying, Using the MTBI and Extracting the Requested Data
TPBI will provide access to the MTBI via a workstation equipped with the software necessary for operating the model and containing the complete MTBI structure.
The Applicant will be responsible for extracting data from the MTBI, under the supervision of a TPBI representative. The extracted/exported data will be compiled into an archive on the workstation hosting the MTBI, and the TPBI staff will be informed of its creation.
The purpose of creating this archive is to allow later verification by TPBI specialists and to prevent the creation of copies of the MTBI in private environments.
Applicants are strictly prohibited from attempting to access or obtain any data and/or files from the workstation beyond what is explicitly permitted. Any such action observed by TPBI personnel will result in the immediate termination of the access process.
The archive containing the extracted data must not include the transport model itself or any of its partial structures, but only output/result files.
After the process of accessing, querying, and extracting data from the MTBI is completed, TPBI will review the contents of the archive. If the archive contains only result files, it will be sent to the Applicant via a download link to the email address specified in the access request.
4. Eligibility Conditions for the Applicant
TPBI will grant the Applicant access to the MTBI only if the individual(s) designated by the Applicant as potential users of the MTBI meet one of the following conditions:
a) They are specialized in Transport Engineering and can prove involvement in at least three projects in which they carried out modeling and coding activities for transport models using PTV VISUM, TransCAD, or EMME software;
b) They are specialized in technical engineering/economic fields and can cumulatively demonstrate at least two years of general experience in a position involving modeling using PTV VISUM, TransCAD, or EMME, as well as involvement in at least three projects involving modeling and coding of transport models using these same software tools.
In order to authorize the model user designated by the Applicant, the Applicant must attach to the Request for Access to Data from the Transport Model of the Bucharest-Ilfov Region the CV of the designated individual, along with supporting references proving that one of the two conditions is fulfilled. These references may include, as applicable: a diploma (to prove educational background), job description/employer recommendation/employment certificate/employment contract or any other relevant document (to prove general experience), and beneficiary recommendation/employer recommendation or any other relevant document (to prove involvement in projects).
The requirement to attach proof of specialization in the operation and/or use of transport models to the Request for Access to Data from the Transport Model of the Bucharest-Ilfov Region is waived for central public authorities and higher education institutions, provided that the designated individual is employed by or affiliated with the institution as a faculty member or student within the relevant faculties and departments. In the case of higher education institutions, this exemption is valid if the request is made for academic research and/or strictly educational purposes, without any commercial use of the model, data, or results.
